Our understanding of the unique developmental needs of today’s students is different from that of other organizations. We recognize that most students are appropriately challenged academically, but they lack their own vision for expanded opportunities. Victor Commander is the solution many need for growth in social development, opportunities to strengthen their character and personal resolve, to have personal behavior adjusted, and to grow in new dimensions.
Our learning environment is different from other experiences from beginning to end: We start with a trainee intake form that helps us get to know how to work best with each individual and ends with an evaluation of each trainee that provides detailed information on how the trainee experienced the demands of our rigorous program.
At Victor Commander we use three levels of trainee development for each range of ages: 11-13 for Scouts; 14-20 for Cadets; and 15-20 for Officers.
Each group experiences unique challenges, demands, and goals that help them to develop as young adults preparing for future leadership roles. As trainees grow through this demanding environment, they assume more challenging small and large unit leadership roles. Some positions and rank are rotational, but in the last phase of the camps the roles and rank are earned and transferred to future experiences. Victor Commander trainees apply leadership instead of simply learning about leadership in a classroom.
Victor Commander is designed to grow with the trainees by ensuring each learning and training experience is different in location, demands, and objectives. Trainees may attend the same camp and program, but the expectations and training environment will change to meet their developmental needs. Our programs never stay the same – new and unexpected challenges will greet the trainees as they adapt.
During each of the three-week experiences (18 days of training and three excursion days), participants will encounter different levels of challenges and demands that are intended to grow each student in different ways. Creating the design for the Victor Commander is tiered in a developmental model that introduces the participant into a three-program training camp, each established with unique learning objectives but with the same goals and values.

The 18 training days are not intended to “break-down” a cadet and build them up in a new way, conversely, this model is intended to use a demanding physical environment to inspire teamwork, respect for others, and the honor that comes from being a good follower and leader. The training days are rigorous and demanding, similar to CADET Program II, but the Cadet OFFICER will be integrated as an assistant trainer for the SCOUT and CADET Programs for half days in the training cycle and receive additional training during the opposite part of the day.
The Camp takes place on the grounds of the Massanutten Military Academy, Woodstock, Virginia; in areas of interest in Washington, DC; and on trails and camp locations in the Shenandoah State Park, Virginia, United States of America.
The campus location has all the amenities needed to create a strong learning environment: current classrooms of various sizes, large collective group seating venues, large dining facility where trainees eat three meals, larger outdoor training spaces, athletic fields, obstacle course, rappelling tower, hiking trails, and many excursion locations in the immediate and regional area.
Victor Commander is Victor Education USA’s premier event. Trainees arrive in mid-July, have 16 days of challenging training, three days of excursions, and depart in early August. In addition to this schedule, officer trainees arrive several days earlier than the Cadet and Scout trainees.
All trainees will be immersed in a training environment taught in English and reinforced in Mandarin Chinese for safety purposes. Twice weekly, all trainees will receive structured English instruction by the ESL Instructor. Chinese speaking personnel are on the Victor Commander Cadre but will only use Chinese to communicate precise instructions that involve safety and security. Select days in the training schedule will be strictly limited to ENGLISH only. Trainees must remain silent unless speaking in English these days.
Trainees are required to wear only approved clothing for learning. All trainees will travel to the Victor Commander Camp in a designated travel uniform and wear the same uniform for excursions. Trainees will also wear a military-styled utility uniform for aggressive activities, such as rappelling, hiking, rock climbing and other adventure events. No individual clothing is needed.
Meals are designed to fuel the body and not distract from the needs a trainee will need during rigorous activities. Trainees will eat their meals in a dining facility in an orderly process. Leaders eat last and all trainees will be responsible for keeping a neat and clean dining facility.
Trainees will sleep in sex-segregated areas with 24-hour monitoring. All rooms have air-conditioning, heat, and new windows to allow for fresh air from the Shenandoah Mountains. Trainees will be housed two to three per room.
All trainees will receive an evaluation before they depart and will also be identified as having met the Camp standards, exceed the Camp standards (25%) or among the best of Camp graduates (10%). Awards will be presented in a manner that recognizes the exceptional abilities of trainees who perform at this distinguished level.
At Victor Commander, safety and security of all trainees and cadre members is particularly important. Trainees understand that ensuring proper safety is one of the points in the honor code that all trainees sign within an hour of arriving at Victor Commander. Safety is reinforced in all training, supervised by the cadre, and integrated in all activities.
Several of the Victor Commander cadre are medically trained to apply immediate first aid and are supported by a nurse on the training installation. Within one kilometer, the training location has a community hospital that has a full-service capability for any routine or emergency need.
All trainees must have travel insurance to ensure they can be treated if the unforeseen circumstance they must visit the hospital. All trainee visits to health care professionals must be accompanied by a Victor Education chaperone to ensure safety and security.
Proportion of Teachers – The trainee to cadre member ratio is a key part of the learning success in Victor Commander. The ratio is routinely small to ensure safety, security, proper behavior, and interaction between trainees that builds strength and does not degrade. Risk management is a large part of the cadre analysis for trainee to cadre ratio. During activities with higher safety needs such as water events, rappelling, and obstacle course, the ratio of instructors is remarkably high. Obviously, when the safety needs are much lower, in situations such as class instruction, the cadre supervision is lower. Cadre members are continually with trainees to ensure the learning environment is not limited by inappropriate behavior.
Emergency Plan – Victor Commander is designed with safety assessments during all activities. We are prepared for emergencies and can assist trainees on site for needs or take quick action to return a trainee back, depending on the nature of the emergency.
